Reviewing and improving passive fire compartmentation in a busy municipal  two-storey building serving the local community for local events, hire of rooms for birthday parties and adult education. Building contains several large rooms, café, lounge bar and day centre community hub.

The building had been extended and adapted over the years with out any form of retained health and safety file. The health and safety file should be maintained and updated after effective changes to the building so it offers documented evidence of, but not limited to: -

 

  • The type of work carried out


  • As-built information and records of alterations of the physical building structures and changes to any service installation including maintaining of such


  • Record of any residual hazards that may exist in the building


  • Hazards that have not been eliminated through design and construction processes

 

Essentially, the file should have sufficient detail to allow the likely risks to be identified and addressed by those carrying out the work in the building.

 

Project Services:


Leyson Building Consultancy Ltd had only been in business a few months, when we entertained the local authority’s invitation to quote (ITQ) for fire safety remedial works at a community centre. The ITQ was procured through the local authority’s portal to a wider national audience.

 

We were subsequently notified and elated to learn that we had won the submission. In light of no health and safety file the remedial works would not be an addendum / repair to the existing fire safety works but a complete re-start with a new intrusive inspection. This allowed the client to ultimately understand the comprises in fire integrity within the building structure, reducing fire risk from ignition, spread of flame and ultimately safety of life.

 

On behalf of our client, we: -

 

  • Carried out an intrusive survey and inspection of all large roof voids, compartmentation of walls and ceilings including fire doors and final exit doors


  • Assembled a schedule of works specifying accredited passive fire protection products


  • The schedule of works provided the client with the basis of a set of tender documents. The documents were structured with approximate quantities which the surveys and inspections informed us of allowing us to secure rates (costs) on products (increase to price certainty)

 

  • Issued and received priced tenders from within the market place


  • Analysed the tenders and advised on the form of contract and with whom to enter into contract


  • Administered the contract dealing with variations, instructions with financial control


  • Co-ordinated the works for independent 3rd party sign off for each specified product installed


  •  Developed a health and safety file relating to the work in/on the building



At LBC Ltd we work closely with our clients, and Town Council clients are no exception. With several completed commissions, from refurbishment of leisure centre and community centre facilities, defects analysis and reporting, roof re-covering work and remodelling of the internal environment.
